The text of the annual EuroMemorandum is formulated on the basis of discussions at annual workshops.
The first workshop was held in Strasbourg in 1995. Following a workshop in Vienna in 1998 subsequent workshops took place annually in Brussels until 2008. Since then, the location has rotated. In 2009 it was in Berlin; in 2010 in Crete and in 2011 it is planned to be in Vienna.
